26. Repair, Remodeling, or Other Repetitive Work Job Order Contracts\nRecommendation: Find that the use of the Best Value Construction Contracting\nfor Job Order Contracts (JOCs) JOC183BV, JOC184BV, EJOC53BV,\nEJOC54BV, LVJOC4BV, PLUMBJOC10BV, ROOFJOC16BV, ROOFJOC17BV,\nHVACJOC22BV will result in reduced costs and expedited completion of\nprojects performed under these contracts, in accordance with the Policy for\nBest Value Construction Contracting adopted by Board Order No. 16 on\nOctober 5, 2021; approve the following 14 prequalified contractors for the Best\nValue JOCs: ACCO Engineered Systems, Angeles Contractor, Inc., Athena\nEngineering Inc., Best Contracting Services, Inc., Cervus, Inc., Letner Roofing\nCompany, Exbon Development, Inc., HHJ Construction, Inc., Leed Electric,\nInc., MIK Construction, Inc., MTM Construction, Inc., New Creation\nEngineering & Builders, Inc., Thomasville Construction, Inc., and Vincor\nConstruction, Inc; advertise Best Value JOCs: JOC183BV JOC184BV,\nEJOC53BV, EJOC54BV, LVJOC4BV, PLUMBJOC10BV, ROOFJOC16BV,\nROOFJOC17BV, and HVACJOC22BV for bids to the prequalified contractors to\nbe received and opened on March 30, 2023, and separately advertise JOCs:\nJOC183, JOC184, EJOC53, EJOC54, LVJOC4, PLUMBJOC10, ROOFJOC16,\nROOFJOC17, and HVACJOC22 for conventional low bids to be received and\nopened on March 30, 2023; conventional low bid JOCs will be opened only in\nthe event that statutorily insufficient number of best value JOCs are received;\nand authorize the Director of Internal Services to take the following actions:\n(Internal Services Department) ADOPT\nDetermine that statutorily insufficient number of best value JOC bids\nwere received, necessitating the opening and use of the alternate low\nbids; that a bid is nonresponsive and to reject a bid on that basis; waive\ninconsequential and nonmaterial deficiencies in bids submitted; evaluate\nand score bids in accordance with the requirements and evaluation\ncriterial stated in the bid documents; and determine whether the best\nvalue bidder or the lowest responsive responsible conventional JOC\nbidder has satisfied all conditions for contract award;\nAward and execute the Best Value JOC183BV JOC184BV, EJOC53BV,\nEJOC54BV, LVJOC4BV, PLUMBJOC10BV, ROOFJOC16BV,\nROOFJOC17BV, and HVACJOC22BV to the responsive and responsible\ncontractor determined to have submitted the best value bid for\nJOC184BV, EJOC54BV, ROOFJOB16BV, ROOFJOC17BV, and\nHVACJOC22BV, for a fee not to exceed $3,000,000 for the first year; for\nJOC183BV, EJOC53BV, LVJOC4BV, and PLUMBJOC10BV, for an\namount not to exceed $1,000,000 for the first year, and to establish the\neffective date of each JOC following receipt of acceptable performance\nand payment bonds and evidence of required contractor insurance;\nExecute supplemental agreements with each contractor to extend the\nBest Value JOCs JOC184BV, EJOC54BV, ROOFJOC16BV,\nROOFJOC17BV, and HVACJOC22BV for two subsequent one-year\nterms and increase the amount not to exceed each JOCs by up to\n$3,000,000 for each year, adjusted annually to reflect the percentage\nchange in the California Consumer Price Index (CPI), with the option to\ncarry-over unspent money from the first to second option term;\nExtend the Best Value JOCs JOC183BV, EJOC53BV, LVJOC4BV, and\nPLUMBJOC10BV for two subsequent one-year terms, and to increase\nthe amount not to exceed each JOC by up to $1,000,000 for each year,\nadjusted annually to reflect the percentage change in the California CPI,\nwith the option to carry-over unspent money from the first to second\noption term;\nPublicly announce the award of the Best Value JOCs JOC183BV\nJOC184BV, EJOC53BV, EJOC54BV, LVJOC4BV, PLUMBJOC10BV,\nROOFJOC16BV, ROOFJOC17BV, and HVACJOC22BV, along with a\nwritten decision supporting the award of the Best Value JOCs;\nIf the solicitation for Best Value JOCs JOC183BV, JOC184BV,\nEJOC53BV, EJOC54BV, LVJOC4BV, PLUMBJOC10BV,\nROOFJOC16BV, ROOFJOC17BV, and HVACJOC22BV results in the\nsubmission of fewer than three responsive bids to the County for\nevaluation, award and execute JOCs:\nJOC183 JOC184, EJOC53, EJOC54, LVJOC4, PLUMBJOC10,\nROOFJOC16, ROOFJOC17, and HVACJOC22, on the basis of lowest\nbid price, and in such instance, determine that a bid is nonresponsive\nand reject a bid on that basis; award to the next lowest responsive and\nresponsible bidder; waive inconsequential and nonmaterial deficiencies\nin bids submitted; and determine, in accordance with the applicable\ncontract and bid documents, whether the apparent lowest responsive and\nresponsible bidder has satisfied all conditions for contract award; and\nupon such determination, award and execute proposed JOCs JOC183,\nJOC184, EJOC53, EJOC54, LVJOC4, PLUMBJOC10, ROOFJOC16,\nROOFJOC17, and HVACJOC22, to the lowest responsive and\nresponsible bidder(s), each contract in an amount not to exceed\n$5,250,000 and establish the effective date of the contracts upon receipt\nby the Internal Services Department of acceptable performance and\npayment bonds and evidence of required contractor insurance; and\nWith respect to Best Value Job Order Contracts JOC183BV JOC184BV,\nEJOC53BV, EJOC54BV, LVJOC4BV, PLUMBJOC10BV,\nROOFJOC16BV, ROOFJOC17BV, and HVACJOC22BV or JOC183,\nJOC184, EJOC54, EJOC54, LVJOC4, PLUMBJOC10, ROOFJOC16,\nROOFJOC17, and HVACJOC22, issue work orders for projects that are\nnot subject to the State Public Contract Code, including maintenance\nwork, as applicable, in an amount not to exceed the maximum contract\namount of the JOC, subject to the limitation that the aggregate amount of\nall work orders issued under a particular JOC does not exceed the\nmaximum contract amount upon receipt of funding authorization from the\nChief Executive Officer or the appropriate funding source and subject to\ncompliance with the California Environmental Quality Act.
