41. Frank G. Bonelli Regional Park Lease Agreement\nRecommendation: Authorize the Director of Parks and Recreation to execute a\nlease agreement on behalf of the County giving the Flood Control District\n(District) a leasehold interest in Frank G. Bonelli Regional Park, beginning on\nJuly 1, 2022, through and including June 30, 2023; execute a Funding\nAgreement on behalf of the County, providing for the District to contribute up to\n$4,900,000 to the County for recreational features in the Frank G. Bonelli\nRegional Park, Peck Road Park, and certain hiking and equestrian trails located\nat various facilities owned by the District (District 1, 4 and 5) in Fiscal Year\n(FY) 2022-23; find that the proposed lease agreement between the County and\nthe District for the Frank G. Bonelli Regional Park is exempt from the California\nEnvironmental Quality Act; and find that the proposed Funding Agreement is not\na project under the California Environmental Quality Act or, in the alternative,\nthat it is exempt from the California Environmental Quality Act; and\nAlso, acting as the Governing Body of the County Flood Control District, find\nthat the acquisition by the District of a leasehold interest in the Frank G. Bonelli\nRegional Park, contiguous to the Puddingstone Reservoir, is necessary for the\nrecreational use of the reservoir and is for the purposes of protection,\npreservation, and use of the scenic beauty and natural environment of the\nreservoir and the park; authorize the Chief Engineer to execute the lease\nagreement between the County and the District for the Frank G. Bonelli\nRegional Park on behalf of the District, with the County, giving the District a\nleasehold interest in the Frank G. Bonelli Regional Park, beginning on\nJuly 1, 2022, through and including June 30, 2023; authorize the Chief\nEngineer to execute a Funding Agreement on behalf of the District, with the\nCounty, providing for the District to contribute up to $4,900,000 to the County\nfor the maintenance and preservation of recreational features in the Frank G.\nBonelli Regional Park, Peck Road Park, and certain hiking and equestrian trails\nlocated at various facilities owned by the District in FY 2022-23; and find that\nthe proposed lease agreement between the County and the District for the\nFrank G. Bonelli Regional Park is exempt from the California Environmental\nQuality Act; and find that the proposed Funding Agreement is not a project\nunder the California Environmental Quality Act or, in the alternative, that is\nexempt from the California Environmental Quality Act.
