25. 25-56023\nRecommendation to receive supporting documentation into the record, conclude\nthe public hearing and consider two third-party appeals from Benjamin Harris for\nLos Angeles Waterkeeper (APL25-004) and Sunjana Supekar with Carstens, Black\n& Minteer LLP for the Riverpark Coalition (APL25-005);\nAdopt resolution certifying the InSite Self Storage Project Environmental Impact\nReport (EIR-02-23, State Clearinghouse [SCH] Number 2023060250), making\nfindings of fact related thereto and approving a Mitigation Monitoring and Reporting\nProgram (MMRP);\n25-56024\nAdopt resolution approving a General Plan Map Amendment (GPA24-002), and\nadopt the proposed findings related thereto, to change land use PlaceType from\nNeo-Industrial (NI)/40 feet to Community Commercial (CC)/5 stories, 50 feet\nPlaceType;\na. Amend Map LU-7 (PlaceTypes) to convert the project site from NI to CC\nPlaceType;\nb. Amend Map LU-8 (Heights) to increase the project’s height allowance from\n40 feet to 5 stories, 50 feet;\nc. Amend Map LU-14 (CC PlaceType) to include the project site; Amend Map\nLU-16 (NI PlaceType) to exclude the project site;\nd. Amend Map LU-20 (Major Areas of Change) to change the project site’s\n“Area of Change Description” from “2-Convert to Neo-Industrial” to “4Transition from Industrial to Commercial Uses” and convert the color coding\nfrom NI to CC; and\ne. Amend Map LU-23 (Bixby Knolls) to convert the project site from NI to CC.\n25-56025\nAdopt ordinance approving a Zoning Code Amendment (ZCA24-002) to Section\n21.39.030 of the Zoning Regulations in the Long Beach Municipal Code (LBMC),\nand adopt the proposed findings related thereto, to allow the Commercial Storage\n(CS) Zoning District to utilize height overlays pursuant to Chapter 21.39 of the\nZoning Regulations, read the first time and laid over to the next regular meeting of\nthe City Council for final reading;\n25-56026\nAdopt ordinance approving a Zoning Map Change (ZCHG24-004) request, and\nadopt the proposed findings related thereto, to amend the zoning designation from\nLight Industrial (IL) to CS, which also includes a high-rise overlay designation of\nfifty feet/5 stories (HR-50/5) in height, read the first time and laid over to the next\nregular meeting of the City Council for final reading;\nDeny the appeals and uphold the Planning Commission’s conditional approval of\nSite Plan Review (SPR24-054), and adopt the proposed findings and conditions of\napproval thereto, for site grading and the construction of a four-story (44 feet in\nheight), 206,756 square foot self-storage facility with approximately 1,681 selfstorage units, with an ancillary lobby, leasing office and restrooms, 551 space\ncovered recreational vehicle storage lot, 27 standard automobile stalls, five\nAmericans with Disabilities Act (ADA) parking stalls, on-site landscaping, and a\n1,450 square foot private outdoor car wash for exclusive use of storage facility and\nrecreational vehicle tenants at a 13.95 acre site located at 3701 Pacific Place in\nthe Light Industrial (IL) Zoning District (pending approval of a zone change to CS\nZoning District); and\nDeny the appeals and uphold the Planning Commission’s approval of Conditional\nUse Permits (CUP24-010) and adopt the proposed findings and conditions of\napproval thereto, to allow the operation of the self-storage facility, recreational\nvehicle storage, and private outdoor car wash in the CS Zoning District located at\n3701 Pacific Place.
