J. Approval of an Exclusive Negotiating Agreement with Los Angeles River Revitalization Corporation\ndba River LA to Negotiate Terms of a Potential License Agreement for a Pop-Up, Interactive Museum\non Santa Monica State Beach in 2028\nRecommended Action\nStaff recommends that the City Council:\n1. Adopt a finding of categorical exemptions pursuant to Section 15262 and Section 15323\nof the California Environmental Quality Act (CEQA) Guidelines; and\n2.\nAuthorize the City Manager to negotiate and execute an Exclusive Negotiating\nAgreement (ENA) with the Los Angeles River Revitalization Corporation dba River LA to\nexplore a pop-up, interactive history museum and other features on Santa Monica State\nBeach in May – September 2028.\na.
