K. Introduction and Adoption of an Emergency Ordinance Amending SMMC 4.08.780 Regarding\nProhibited Items at Public Assemblies and Community Events\nRecommended Action\nStaff recommends the City Council:\n1.\nAdopt a finding of no possibility of significant effect pursuant to Section 15061(b)\n(3) (Common Sense Exemption) of the California Environmental Quality Act (CEQA)\nGuidelines; and\n2.\nIntroduce and adopt the attached emergency ordinance amending Santa Monica\nMunicipal Code Section 4.08.780 to amend the list of prohibited items at public\nassemblies and community events.\na.
