12.\nAPPROVAL\nAugust 12, 2025\nLICENSE AGREEMENT WITH LOS ANGELES DEPARTMENT OF\nWATER AND POWER FOR THE WEST SANTA ANA BRANCH\nBIKEWAY TRAIL PROJECT – PHASE II\nRecommended Action: 1) Appropriate $119,500 from Measure M\nfunds for this expense; and 2) Authorize the City Manager to\nexecute the license agreement with the Los Angeles Department of\nWater and Power related to the West Santa Ana Branch Bikeway\nTrail project in a form approved by the City Attorney.
