24.\nPROFESSIONAL SERVICES AGREEMENT WITH THE ARROYO GROUP FOR\nPREPARATION OF THE DOWNTOWN SPECIFIC PLAN\n(COMMUNITY DEVELOPMENT)\nRECOMMENDATION: It is recommended that the City Council:\n1) Authorize the award of RFP 25-13 to The Arroyo Group for the Downtown Specific\nPlan; and\n2) Approve a Professional Services Agreement between the City of Santa Fe Springs\nand The Arroyo Group; and\n3) Authorize the City Manager to finalize, execute and act as the City Representative\nfor the Professional Services Agreement with The Arroyo Group; and\n4) Determine that the action is categorically exempt pursuant to the California\nEnvironmental Quality Act (CEQA) (Pub. Res. Code § 21000 et seq.); and\n5) Take such additional, related action that may be desirable.
