9.B. Adoption of an 1) Urgency Ordinance and 2) Regular Ordinance Establishing Solid\nWaste Franchise Fees\nIt is recommended that the City Council consider:\n1. Adopting an Urgency Ordinance by at least four-fifths (4/5) vote to establish solid\nwaste franchise fees effective September 1, 2025;\n2. Waiving the second reading, including by title, and adopting the Regular Ordinance\nto establish solid waste franchise fees; and\n3. Taking such additional, related, action that may be desirable.
