10.\nAWARD CONTRACT: PROFESSIONAL CONSULTING SERVICES FOR THE\nADMINISTRATION OF THE CITY’S HISTORIC PRESERVATION PROGRAM – F2M2538, RFP2M25-8, C2M25-38, M2M25-126\nOn May 12, 2025, the City Council authorized the distribution of a Request for Proposals\n(RFP) for professional consulting to assist in the administration of the City’s Historic\nPreservation Program, and staffing of the City’s Historic Preservation Commission. The\nCity received four proposals by the close of the RFP deadline on July 24, 2025. Staff\nevaluated the four proposals and interviewed each of the consulting firms during the week\nof August 4, 2025. The proposals were reviewed and evaluated based on requirements\noutlined in the RFP, which included, but were not limited to, the understanding of the\nproject scope, methodology, and approach, and specialized experience in historic\npreservation. After consideration, HRG was selected as the most qualified consultant.\nHRG brings over 35 years of experience as a historic preservation consulting firm devoted\nexclusively to providing historic preservation planning, architectural consultation, and\ndevelopment services. HRG has demonstrated its expertise by preparing Alhambra’s\nHistoric Context Statement, conducting a Citywide Historic Resources Survey, and\ndrafting the City’s first Historic Preservation Ordinance. They have also provided services\nin various capacities for the Cities of Pasadena, Pomona, Temple City, Glendale, Ventura,\nRiverside, Beverly Hills, Santa Monica, and Los Angeles, to name a few.\nRecommended Action:\nCity Council award a contract to Historic Resources Group,\nsubject to final language approval by the City Manager and City Attorney, in the not to\nexceed amount of $951,100 for five years through 2030 with an option for two five-year\nterms for professional consulting services to assist in the administration of the City’s\nHistoric Preservation Program, including staffing the City’s Historic Preservation\nCommission; and, direct staff to undertake the steps necessary to finalize the City\nCouncil’s action.
