12.\nADOPTION OF A RESOLUTION TO APPROVE THE CALIFORNIA ENVIRONMENTAL\nQUALITY ACT (CEQA) INITIAL STUDY/MITIGATED NEGATIVE DECLARATION\n(IS/MND) FOR THE GREEN STREET DEMONSTRATION PROJECT ON MAIN\nSTREET; AUTHORIZE STAFF TO EXECUTE THE NOTICE OF DETERMINATION\n(NOD); AND AUTHORIZE STAFF TO DISTRIBUTE A NOTICE INVITING BIDS (NIB)\nFOR CONSTRUCTION – F2M23-56, R2M25-30, N2M25-115, M2M25-127\nThe Green Street Demonstration Project, which includes the installation of onsite\nstormwater capture, retention, reuse, and infiltration, is identified as a priority concept in\nthe City’s Stormwater Master Plan. The Stormwater Master Plan was developed in order\nto comply with the Safe Clean Water Program’s stringent funding requirements by\nimplementing a cost-effective strategy to identify opportunities for stormwater projects and\nprioritize the planning process. A feasibility study was completed and funded by the Safe\nClean Water Technical Resources Program in order to prepare the Project for the design\nphase. In collaboration with the Project consultant (CWE), staff conducted five educational\noutreach presentations to the Alhambra community and held an additional workshop to\ndiscuss the CEQA IS/MND. The Initial Study/Mitigated Negative Declaration (IS/MND) and\nNotice of Intent to Adopt an Initial Study/Mitigated Negative Declaration were posted on\nthe City’s website and were made available for public review at City Hall, Alhambra Library,\nand the City’s Police Department from March 6, 2025 – April 6, 2025. The Notice of Intent\nto adopt an IS/MND and public meeting notice (hearing) were also posted at City Hall for\npublic review on March 3, 2025 and published in the Pasadena Star News on Tuesday,\nMarch 4, 2025, in accordance with CEQA. Further compliance measures included the\nhearing in the form of a community meeting held on March 13, 2025. This meeting\nprovided a public forum to discuss the project, IS/MND, and potential environmental\nimpacts. Questions raised at the meeting were answered and concerns regarding parking,\nbus stops, and traffic patterns were addressed. Three comment letters on the proposed\nIS/MND were also received by the City before the end of the 30-day public review period\non April 6, 2025. All actions required to be taken by applicable law related to the\npreparation, circulation, and review of the proposed IS/MND have been taken. A final\nIS/MND has been prepared consisting of the proposed IS/MND, all comments received\nduring the public review period, and responses to all environmental impacts raised during\nthe public review period. This final Initial Study/Mitigated Negative Declaration is posted\non the City’s website: https://www.alhambraca.gov/DocumentCenter/View/6698/_FinalMND\nRecommended Action:\nCity Council adopt Resolution R2M25-30 entitled: A\nResolution of the City Council of the City of Alhambra adopting the Initial Study/Mitigated\nNegative Declaration for the Green Street Demonstration on Main Street Project in\naccordance with the California Environmental Quality Act (CEQA) and authorizing staff to\nexecute the Notice of Determination; approve the Green Street Demonstration Project on\nMain Street; authorize staff to execute the Notice of Determination (NOD); authorize staff\nto distribute a Notice Inviting Bids (NIB) for construction; and, direct staff to undertake the\nsteps necessary to finalize the Council’s action.
