4.B. WILLIAM S. HART PARK SITE IMPROVEMENTS\n[R. ABRAMSON, M. BARKER, S. CAMPBELL, H.\nCOLLINS]:\nThe City Council will consider a two-phase approach\nto improving Hart Park. Phase 1 Improvements\ninclude site access and disability upgrades, a\nreconfiguration and surface material replacement of\nthe off-leash dog area, and associated\nenhancements identified during the community\noutreach process. Phase 2 Improvements for\nadditional opportunities for enhancements that\nresulted from the community outreach process shall\nbe considered through a Subcommittee led\nevaluation process.\nRECOMMENDATIONS: 1) Direct staff to proceed\nwith the recommended Phase 1 Improvements as\nfollows: a) Upgrade all pedestrian path-of-travel\nroutes and proceed with site accessibility barrier-\nremoval improvements in locations identified in the\nCertified Access Specialist (CASp) Report, b)\nReconfigure the off-leash dog area in accordance\nwith the results of the community outreach process,\nc) Remove the existing wood chip surface material\nand replace it with dog-friendly synthetic turf, d)\nRetain a consultant to provide design and\nengineering services, to produce construction\ndocuments, and work with a Construction Manager to\nprepare a revised project cost estimate. Staff will\nreturn to Council upon completion for approval of the\nfinal design and budget prior to proceeding with the\nbidding process for construction; 2) Direct staff to\nform a City Council Ad-Hoc Hart Park Subcommittee\nto evaluate, as a Phase 2 effort, concepts and\npotential enhancements that arose during the\ncommunity outreach process, determine a scope of\nwork to be explored by a consultant, and make\nrecommendations to the City Council regarding\nadditional desired improvements; and 3) Authorize\nthe Director of Finance & Technology Services to\nallocate $600,000 from unallocated reserves in the\nPark Development Fund for design, engineering,\nconsulting, construction management services for the\nPhase 1 Improvements, additional studies as part of\nPhase 2, and related costs.\nSTAFF REPORT\nITEM 4.B. - ATTACHMENT A\nITEM 4.B. - ATTACHMENT B\nITEM 4.B. - ATTACHMENT C
