5. Award of Bid No. 016-23 – Luke Lane Drainage Improvements\nRECOMMENDATION:\nThat the City Council:\n1. Approves a Notice of Exemption (NOE) under section 15302 of the Guidelines for\nthe California Environmental Quality Act (CEQA) as the replacement or\nreconstruction of existing facilities, and direct the filing of the NOE; then\n2. Adopts the next Resolutions, in order, to:\na. Approve Plans and Specifications for Luke Lane Drainage Improvements,\nBid No. 016-23; and\nb. Award the bid to the lowest responsive, responsible bidder,\nPortillo Concrete, Inc., in the amount of $453,400.
