5.D. COMMUNITY EDUCATIONAL FORUM ON\nPSILOCYBIN [J. ERICKSON, Y. QUARKER, A.\nLOVANO, J. DEL TORO]:\nThe City Council will consider sponsoring a\ncommunity educational forum on psilocybin, including\ndiscussion on previous and current legislation aimed\nat decriminalizing psilocybin mushrooms and other\nhallucinogenic substances, as well as the City’s\nefforts on this issue.\nRECOMMENDATIONS: 1) Approve sponsorship of a\ncommunity educational forum on psilocybin, including\ndiscussion on legislative efforts to decriminalize\npsilocybin mushrooms and other hallucinogenic\nsubstances; 2) Authorize the use of the City name\nand logo on invitations, programs, and other\ncollateral materials for the event; 3) Direct the\nCommunications Department to utilize all appropriate\ncommunication tools to promote the event including,\nbut not limited to, the City's website, a press release,\nand social media tools; 4) Authorize the Director of\nFinance and Technology Services to allocate $2,500\nfrom unallocated General Fund reserves to the\nSpecial Council Programs Account 100-1-01-00-\n531001 and increase the budget for Special Council\nPrograms by the same amount; and 5) Authorize the\nDirector of Finance and Technology Services to\nallocate $2,500 from Fiscal Year 2022-23 funds in the\nSpecial Council Programs account number 100-1-01-\n00-531001 for costs associated with this event for\ntechnical support (Waveguide), moderator fees, and\nmarketing.\nSTAFF REPORT\nEXCLUDED CONSENT CALENDAR: Items removed from\nthe Consent Calendar for separate discussion are\nconsidered at this time.
