(12)\n25-0774\nCD 15\nRelated to Council file No. 25-0775\nDraft Environmental Impact Report (EIR), ENV-2019-3379-EIR and\nState Clearinghouse No. 2019080248, and related EIR Findings, Final\nEIR, Statement of Overriding Considerations, Mitigation Monitoring\nProgram; reports from the Los Angeles City Planning Commission and\nthe Mayor, Director of Planning Technical Memo, and CorrectedRevised Recommended Action, related to the Wilmington-Harbor City\nCommunity Plan; Resolution to certify the Final EIR, adopt EIR\nFindings, a Statement of Overriding Considerations and a Mitigation\nMonitoring Program; Resolution to amend the General Plan as follows:\n1) amend the General Plan Land Use Element; 2) adopt the proposed\nPlans as shown in Exhibit A, Staff Recommendation Report and\nTechnical Modifications with the modifications listed in Attachment 1,\nModifications Memo; 3) adopt the General Plan Land Use Map for the\nProposed Plans, inclusive of Symbols, Footnotes, and Corresponding\nZone and Land Use Nomenclature as shown in the Proposed General\nPlan Land Use Map with the modifications listed in Attachment 1,\nModifications Memo, and the General Plan Land Use Maps and\nMatrices, with the modifications listed in Attachment 1, Modifications\nMemo; 4) amend the Mobility Plan 2035 to reclassify selected Street\nDesignations and Enhanced Networks, with the modifications listed in\nAttachment 1, Modifications Memo; and 5) amend the Citywide\nGeneral Plan Framework Element, with the modifications listed in\nAttachment 1, Modifications Memo; proposed Ordinance to amend the\nZoning Map with modifications listed in the Modifications Memo and\nDirector of Planning Technical Memo; proposed New Zoning Code\nOrdinance to amend Chapter 1 and 1A (New Zoning Code) of the Los\nAngeles Municipal Code to add new zoning districts and related\nregulations to Articles 1-12, and Articles 14 and 15, and amend the\nZoning Code Maps established in Division 1.5. (Zoning Code Maps) of\nArticle 1 of the New Zoning Code, with the modifications in Attachment\n1, Modifications Memo and Director of Planning Technical Memo listed\nin Attachment 1, Modifications Memo; proposed Harbor LA Plans\nCommunity Benefits - Local Affordable Housing Maps; proposed\nOrdinance to amend the Clean Up Green Up (CUGU) Ordinance;\nproposed Conservation District and Individual Historic Resource\nReview Supplemental Districts and Maps; proposed Hazardous Sites\nMaps; the Proposed Plans include amending both the Policy\nDocuments and General Plan Land Use Maps for the Harbor Gateway\nand Wilmington-Harbor City Community Plans, the Proposed Plans\nwould also adopt several zoning ordinances to implement the updates\nto the Community Plans, including rezoning all parcels in the Harbor\nLA Plan Area to regulate specific uses and apply development\nstandards (including height of structures, Floor Area Ratios, and site\nconfiguration) using the City’s New Zoning Code, additionally, the\nproposed modifications to the Wilmington-Harbor City Community Plan\nconsist of a General Plan Amendment and Zone Change to the parcel\nlocated at 1020 North McFarland Avenue, including amendments to\nthe General Plan Land Use Map and exhibits; the Harbor LA\nCommunity Plans (Proposed Plans) consist of the boundaries of the\nHarbor Gateway Community Plan Area (CPA) and the WilmingtonHarbor City CPA, the two CPAs are collectively known as the Harbor\nLA Plans Area, the plan areas are geographically continuous of one\nanother, the combined area of the Harbor LA Plan Area is\napproximately 15.3 square miles, the Harbor Gateway CPA contains\napproximately 3,229 acres and is situated in the southern portion of\nLos Angeles, the CPA is a narrow corridor which links the City's\nHarbor, San Pedro, Wilmington, and Harbor City communities to the\nmain body of the city, the Harbor Gateway CPA is bordered by the\nsouth and southeast Los Angeles CPAs to the north (at 120th Street),\nthe cities of Gardena and Torrance to the west, and Carson and\nunincorporated Los Angeles County to the east, and it shares a\ncommon boundary with the Wilmington-Harbor City CPA to the south\n(at Sepulveda Boulevard), the Wilmington-Harbor City CPA contains\napproximately 6,481 acres and is situated in the far southern portion of\nthe city, near Los Angeles Harbor, it is bordered by the Harbor\nGateway CPA to the north; the San Pedro CPA and the Port of Los\nAngeles to the south, and is adjacent to the cities of Torrance, Lomita,\nand Rancho Palos Verdes to the west, and the cities of Carson, Long\nBeach, and unincorporated Los Angeles County to the east, the\nmodification is located at the northwest corner of the intersection of\nMcFarland Avenue and East Opp Street, Assessor Parcel Number\n(APN): 7425008009; and adoption of project findings.\nApplicant: City of Los Angeles\nCase No. CPC-2018-6402-CPU\nEnvironmental No. ENV-2019-3379-EIR\nFiscal Impact Statement: No
