13.A.\nLandmark Designation No. HRC25-0002\n8016 Santa Fe Springs Road – Googie Carwash (AIN 8165-008-018)\nRecommendation: Adopt Resolution No. 2025-44, approving Landmark\nDesignation No. HRC25-0002 to authorize placement of the property\nlocated at 8016 Santa Fe Springs Road (Googie Carwash) onto the City of\nWhittier’s Local Official Register of Historic Landmarks.\nEnvironmental Review:\nThe request for landmark designation is categorically exempt from the\nenvironmental review process, pursuant to Section 15308 (Class 8) of the\nCalifornia Environmental Quality Act, which exempts actions taken by\nregulatory agencies, as authorized by state or local ordinance, to assure the\nmaintenance, restoration, enhancement, or protection of the environment\nwhere the regulatory process involves procedures for protection of the\nenvironment. Whittier Municipal Code Section 18.84.050 enables landmark\ndesignation to protect and enhance a historic resource.\nHazardous Waste Sites: The project site is not identified on any of the lists\nenumerated under Government Code Section 65952.5. The site is adjacent\nto listed properties and will have mitigation measures to address hazards\nand hazardous materials.
