13)\nAmendment No. 1 to the Agreement with Riverside County, Elsinore Valley\nMunicipal Water District, and Lake Elsinore and San Jacinto Watershed\nAuthority for the Lake Elsinore Aeration and Mixing System (LEAMS)\nApprove and authorize the City Manager to execute Amendment No. 1 to the\nExclusive License Agreement with Riverside County, Elsinore Valley Municipal Water\nDistrict, and Lake Elsinore and San Jacinto Watershed Authority for Excess Offset\nCredits generated by the Lake Elsinore Aeration and Mixing System (LEAMS) to\nextend the term for an additional five (5) years, in such final form as approved by the\nCity Attorney.
