Discuss and consider amending the Torrance Municipal Code by establishing a Mylar Balloon\nOrdinance; and\n2. Determine the project is exempt from California Environmental Quality Act pursuant to Sections\n15061(b)(3) and Section 15308 of the California Code of Regulations; and\n3. Adopt an ORDINANCE amending the Torrance Municipal Code to add Chapter 21 entitled "Mylar\nBalloons” to Division 4 of the Torrance Municipal Code; and\n4. Approve Ordinance Summary for publication.
