K. Approval of Agreement with Environmental Systems Research Institute, Inc. (ESRI) for Geographic\nInformation System (GIS) Software and Services\nRecommended Action\nStaff recommends that the City Council:\n1.\nAdopt a finding of no possibility of significant effect pursuant to Section 15061(b)(3)\n(Common Sense Exemption) of the California Environmental Quality Act (CEQA)\nGuidelines;\n2. Authorize the City Manager to negotiate and execute an agreement with Environmental\nSystems Research Institute, Inc. (Esri) for ArcGIS software and services, for the\nInformation Services Department. This recommended award is made as an exception to\nthe competitive bidding process pursuant to Section 2.24.250 (b) and is for an amount\nnot to exceed $198,990 (including a $18,090 contingency) for an initial three-year term,\nwith one additional three-year renewal option on the same terms and conditions for a\ntotal amount not to exceed $397,980 over a six-year period (including a $36,180\ncontingency), with future year funding contingent on Council budget approval.\na.
