Award RFP#451 to Emergency Management Consulting Solutions, LLC to Manage Regional Training\nGroup on Behalf of Los Angeles Area Fire Chiefs Association\nRecommended Action\nStaff recommends that the City Council:\n1.\nAdopt a finding of no possibility of significant effect pursuant to Section 15061(b)(3)\n(Common Sense Exemption) of the California Environmental Quality Act (CEQA)\nGuidelines;\n2.\nAward RFP# 451 to Emergency Management Consulting Solutions, LLC for a\nmanagement consultant to assume the Executive Director position of the Regional\nTraining Group on behalf of the Los Angeles Area Fire Chiefs Association; and\n3. Authorize the City Manager to negotiate and execute an agreement with Emergency\nManagement Consulting Solutions, LLC, in an amount not to exceed $250,000 for one\nyear, with four additional one-year renewal options, for a total amount not to exceed\n$1,410,000 over a five-year period (including a $160,000 contingency), with future year\nfunding contingent on Council budget approval and grant fund availability.\na.
