C. Award RFP #445 and Professional Services Agreement to Hazen and Sawyer for On-Call\nGroundwater Remediation Technical Support\nRecommended Action\nStaff recommends that the City Council:\n1.\nAdopt a finding of categorical exemptions pursuant to Section 15307 (Actions by\nRegulatory Agencies for Protection of Natural Resources) and Section 15308 (Actions by\nRegulatory Agencies for Protection of the Environment) of the California Environmental\nQuality Act (CEQA) Guidelines;\n2. Award RFP #445 to Hazen and Sawyer for on-call remediation technical support services\nfor the Public Works Department; and\n3. Authorize the City Manager to negotiate and execute an agreement with Hazen and\nSawyer in an amount not to exceed $1,500,000 for a five-year period, with future year\nfunding contingent on Council budget approval.\na.
