13.B.\nZoning Code Amendment No. ZCA25-0002\nSenate Bill (SB) 9- Two-Unit Housing Developments and Urban Lot\nSplits and determination of CEQA exemption\nRecommendation: Introduce and conduct the first reading of Ordinance No.\n3168, approving Zoning Code Amendment No. ZCA25-0002 to comply with\nnew state laws pertaining to two-unit housing developments and urban lot\nsplits and finding that the action is exempt under the California\nEnvironmental Quality Act (CEQA).\nEnvironmental Review\nZoning Code Amendment No. ZCA25-0002 is exempt from the California\nEnvironmental Quality Act (“CEQA”) pursuant to Government Code Sections\n65852.21(k) and 66411.7(n), to comply with the provisions of those code\nsections and is not considered a “project” under the California\nEnvironmental Quality Act. Therefore, the proposed Ordinance is not\nsubject to CEQA review. Further, this Ordinance is exempt pursuant to\nCEQA Guidelines Section 15061(b)(1), (2), and (3) statutory and categorical\nexemptions, and because this action will not have a significant effect on the\nenvironment, CEQA Guidelines 15303 [new construction or conversion of\nsmall structures] and 15304 [minor alterations to land].
