13.A.\nAccessory Dwelling Unit and Junior Accessory Dwelling Unit\nOrdinance\nZoning Code Amendment No. ZCA25-0001\nRecommendation: Introduce and conduct the first reading of Ordinance No.\n3167, approving Zoning Code Amendment No. ZCA25-0001 to comply with\nnew state laws pertaining to accessory dwelling units and junior accessory\ndwelling units and finding that the action is exempt under the California\nEnvironmental Quality Act (CEQA).\nEnvironmental Review\nZoning Code Amendment No. ZCA25-0001 is exempt from the California\nEnvironmental Quality Act (“CEQA”) under Public Resources Code section\n21080.17 [statutory exemption for second unit ordinances]; CEQA Guidelines\nsections 15282(h) [statutory exemption for second unit ordinances]; 15301\n[existing structures], 15303 [new construction or conversion of small\nstructures] and 15305 [minor alterations to land]. This ordinance is also\nexempt under CEQA Guidelines section 15061(b)(1), (2), and (3) statutory\nand categorical exemptions and because this ordinance will not have a\nsignificant effect on the environment.
