A. DIRECTION ON THE TEMPORARY OUTDOOR BUSINESS PERMIT\nPROGRAM\nThe City’s Temporary Outdoor Business Permit Program (Program) was\nestablished on July 21, 2020, to allow for the temporary permitting of outdoor\nbusiness areas, and/or drive-up or curbside pick-up or take-out designated\nparking areas, to assist businesses in safely accommodating for customers while\nadhering to the Los Angeles County Department of Public Health protocols for\nsocial distancing and health considerations related to the COVID-19 pandemic.\nRecently, on February 28, 2023, the state of emergency declared by Governor\nNewsom in response to the COVID-19 pandemic expired. Staff is seeking\ndirection from the City Council on the Temporary Outdoor Business Permit\nProgram now that the state of emergency has ended. There is no fiscal impact\nrelated to this item.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council provide direction on the Temporary\nOutdoor Business Permit Program (Program) and whether to continue the\nexisting Program, continue the Program with staff-recommended modifications\nor discontinue the Program.
