Determine that Development Code Amendment No. 2025-04, and its adopting\nOrdinance No. 253, are exempt under the California Environmental Quality Act\n(CEQA) and CEQA Guidelines, pursuant to the commonsense exemption, Section\n15061(b)(3) of the CEQA Guidelines; and\n2. Conduct a second reading by title only and adopt Ordinance No. 253 amending\nTitle 17 (Development Code) of the Wildomar Municipal Code, as entitled:\nORDINANCE NO. 253\nAN ORDINANCE OF THE WILDOMAR CITY COUNCIL AMENDING WILDOMAR\nMUNICIPAL CODE TITLE 17 (ZONING) TO RESTRICT AND REGULATE CAR\nWASHES, SERVICES STATIONS, AND STORAGE FACILITIES; ENABLE THE\nESTABLISHMENT OF OVERLAY ZONES; AND ESTABLISH THE HISTORIC\nAND DOWNTOWN OVERLAY DISTRICT
