Amend Map LU-25 (Eastside) to convert the project site from CC to NSCM;\nRecommend that City Council adopt ordinance approving a Zoning Map Change\n(ZCHG23-001) request for the property at 5150 East Pacific Coast Highway, and\nadopt the proposed findings related thereto, to amend the zoning designation from\nCommunity Commercial Automobile-Oriented (CCA) to Mixed Use 3 (MU-3)\nZoning District;\nApprove a Site Plan Review (SPR23-001) conditional upon City Council adoption\nof the general plan amendment (GPA23-001) and zone change (ZCHG23-001),\nand adopt the proposed findings and conditions thereto, for the adaptive reuse of a\nseven-story office building into a private dormitory (student housing) with 593 beds,\na new 728-square foot pavilion building, approximately 22,523 square feet of open\nspace, and 364 parking spaces within an existing parking structure located at 5150\nEast Pacific Coast Highway in the Community Commercial Automobile-Oriented\n(CCA) Zoning District (pending approval of a zone change to Mixed Use 3 [MU-3]\nZoning District); and\nApprove a Conditional Use Permit (CUP23-001) conditional upon City Council\nadoption of the general plan amendment (GPA23-001) and zone change\n(ZCHG23-001), and adopt the proposed findings and conditions thereto, to allow\nthe operation of a Special Group Residence (private dormitory) in the MU-3 Zoning\nDistrict.
