B\n\nConsideration and possible action to conduct a public hearing and: 1) Adopt\n\nUrgency Ordinance No. 1450 – An Urgency Ordinance adopting the\n\n2025 Editions of the California Building Code, the California Residential\n\nCode, the California Electrical Code, the California Mechanical Code, the\n\nCalifornia Plumbing Code, the California Energy Code, the California Fire\n\nCode, the California Existing Building Code, the California Wildland-Urban\n\nInterface Code, the California Green Building Standards Code, the California\n\nReferenced Standards Code, and the California Building Standards\n\nAdministrative Code; making certain amendments based upon local\n\nconditions, and amending the Bellflower Municipal Code to reflect such\n\nchanges; and 2) Waive further reading and adopt Ordinance No. 1449 –\n\nAn Ordinance adopting the 2025 Editions of the California Building Code, the\n\nCalifornia Residential Code, the California Electrical Code, the California\n\nMechanical Code, the California Plumbing Code, the California Energy Code,\n\nthe California Fire Code, the California Existing Building Code, the California\n\nWildland-Urban Interface Code, the California Green Building Standards\n\nCode, the California Referenced Standards Code, and the California Building\n\nStandards Administrative Code; making certain amendments based upon\n\nlocal conditions, and amending the Bellflower Municipal Code to reflect such\n\nchanges.\n\nCEQA: This Ordinance is exempt from review under the California Environmental\n\nQuality Act (Public Resources Code §§ 21000, et seq., “CEQA”) and the regulations\n\npromulgated thereunder (14 California Code of Regulations §§ 15000, et seq., the\n\n“CEQA Guidelines”) because it consists only of minor revisions and clarifications to an\n\nexisting code of construction-related regulations and specification of procedures.\n\nThese will not have the effect of deleting or substantially changing any regulatory\n\nstandards or findings. Accordingly, the Ordinance (by itself) does not have the\n\npotential to cause significant effects on the environment. In addition, this Ordinance is\n\nan action being taken for enhanced protection of the environment and is exempt from\n\nfurther review under CEQA Guidelines § 15308.\n\nRecommendation to City Council: 1) Open the public hearing; take testimonial and\n\ndocumentary evidence; and after considering the evidence, adopt Urgency\n\nOrdinance No. 1450 by at least four-fifths (4/5) vote to take effect immediately; and\n\nwaive further reading and adopt Ordinance No. 1449; or 2) Alternatively, discuss\n\nand take other action related to this item.
