22.\nRelocation Plan for Tenants at 301 East Balboa Boulevard\na) Hold a public hearing;\nb) Determine this action exempt from the California Environmental Quality Act\n(CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or\nreasonably foreseeable indirect physical change in the environment) and Section\n15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA\nGuidelines, California Code of Regulations, Title 14, Chapter 3, because this action\nwill not result in a physical change to the environment, directly or indirectly; and\nc) Approve the Relocation Plan for the property at 301 East Balboa Boulevard,\nNewport Beach, California, 92661, dated June 20, 2025, prepared by Overland,\nPacific and Cutler, LLC, a TranSystems company, conforming to the requirements of\nCalifornia Relocation Assistance Law, Government Code Section 7260, et seq.\n(Law), the Relocation Assistance and Real Property Acquisition Guidelines adopted\nby the Department of Housing and Community Development as in Title 25, California\nCode of Regulations Section 6000, et seq., and AB 1482.\nStaff Report\nAttachment A - Relocation Plan\nAttachment B - Map
