D.\nAll Way Stop Request at Encinita Avenue and Pitkin Street At the May 1,\n2025, Traffic Commission Meeting, staff presented recommendations and\noptions for traffic improvements at the intersection of Encinita Avenue\nand Pitkin Street. After a thorough review of existing field and traffic\nconditions and per the guidelines in the California Manual on Uniform\nTraffic Control Devices, California Vehicle Code, and based on\nengineering judgement, it was determined that the intersection of Encinita\nAvenue and Pitkin Street does not meet the requirements for the\ninstallation of an all-way stop. There was not enough vehicular traffic\ntraveling through the area, as well as a low number of collisions over the\nlast 3-year period. However, it was determined that this area along\nEncinita Avenue and Pitkin Street would benefit from the installation of\nother traffic calming measures, including, but not limited to, removing and\nreplacing the non-functioning flashing pedestrian crossing signage with\nnew high-intensity school crossing signage featuring flashing beacons\nand pedestrian crossing push buttons. ?\nRecommendation: That the City Council authorize the approval of the Traffic\nCommission recommendations for traffic calming measures along Encinita\nAvenue between Lower Azusa Road and Rio Dell Street.\nStaff Report
