5.3. APPROVAL OF A THIRD AMENDMENT TO THE FY 2020-2021 ANNUAL ACTION\nPLAN FOR THE PROPOSED USE OF COMMUNITY DEVELOPMENT BLOCK GRANT\n- CORONAVIRUS (CDBG-CV) FUNDS\nRecommended Action:\n1. Conduct a public hearing;\n2. Declare the City Council finds the Third Amendment to the FY 2020-2021 Annual\nAction Plan is not subject to the California Environmental Quality Act (“CEQA”) as the\nactivity is not a project defined in Section 15378(b)(5) of the state CEQA Guidelines;\n3. Approve and adopt the Third Amendment to the FY 2020-2021 Annual Action Plan\nfor the use of Community Development Block Grant-Coronavirus (“CDBG-CV”) funds\n(Attachment 2); and\n4.
