(5) 12-1690-S18 HOUSING AND HOMELESSNESS COMMITTEE REPORT relative to identifying funding to increase support for the Los Angeles Homeless Services Authority’s (LAHSA) Winter Shelter Program and Augmented Winter Shelter (AWS) Program; the review of the Adverse Weather Annex; and increasing the bed capacity and expanding winter shelter sites ensuring equitable access to the AWS Program across the City. Recommendations for Council action, pursuant to Motion (Blumenfield - Hernandez): INSTRUCT the City Administrative Officer (CAO) to identity funding to increase support for LAHSA's Winter Shelter Program and AWS Program. INSTRUCT the Emergency Management Department to review the Adverse Weather Annex and report to Council with recommended updates and opportunities to better serve the needs of the City. REQUEST the LAHSA to report on increasing the bed capacity and expanding Winter Shelter sites, and ensuring equitable access to the AWS Program across the City.
