(6) 22-1577 CD 5 HOUSING AND HOMELESSNESS COMMITTEE REPORT relative to the feasibility of operating a master lease program to expand the number of available units for individuals experiencing homelessness within Council District 5; a proposed structure and potential funding sources for a citywide master leasing program; and related matters. Recommendations for Council action, pursuant to Motion (Yaroslavsky – Raman): INSTRUCT the Chief Legislative Analyst (CLA), in coordination with the Chief Administrative Officer (CAO), the Los Angeles Homeless Services Authority (LAHSA), and the Los Angeles Housing Department (LAHD), and with requested collaboration from the Coordinated Entry System (CES) lead agencies operating within the City, to report to Council in 30 days on the feasibility of operating a master lease program to expand the number of available units for individuals experiencing homelessness within Council District 5. INSTRUCT the CLA, in coordination with the CAO, the LAHSA, LAHD, and with requested collaboration from the Housing Authority of the City of Los Angeles, CES lead agencies operating within the City, subject matter experts and others, to report to Council in 60 days on a proposed structure and potential funding sources - including, but not limited to, eligible state and federal dollars - for a citywide master leasing program, and whether that program can successfully incorporate components of shared housing to maximize the number of leased units.
