(5) 20-0990 NEIGHBORHOODS AND COMMUNITY ENRICHMENT COMMITTEE REPORT and ORDINANCE FIRST CONSIDERATION relative to amending the Los Angeles Administrative Code (LAAC) to authorize the Department of Neighborhood Empowerment (DONE) to enforce all Neighborhood Council training requirements, and adding LAAC Section 22.821 to require anti-bias, gender expression, and gender identity training for Neighborhood Councils. Recommendation for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: PRESENT and ADOPT the accompanying ORDINANCE, dated February 28, 2023, amending Section 22.801(h) of Article 1, Chapter 28, Division 22 of the LAAC to authorize DONE to enforce all Neighborhood Council training requirements and adding LAAC Section 22.821 to require anti-bias, gender expression, and gender identity training for Neighborhood Councils.
