(15) 23-0200 ENERGY AND ENVIRONMENT COMMITTEE REPORT and ORDINANCE FIRST CONSIDERATION relative to the Agreement for the Navajo Project Pacific Northwest-Pacific Southwest lntertie Project for the Decommissioning of a Phase Shifting Transformer at Liberty Substation. Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: CONCUR with the Board of Water and Power Commissioners' (Board) action of February 14, 2023, Resolution No. 023 131, which approves the Agreement for the Navajo Project Pacific Northwest-Pacific Southwest lntertie Project for the Decommissioning of a Phase Shifting Transformer at Liberty Substation, DWP No. BP 21-014. PRESENT and ADOPT the accompanying ORDINANCE, dated February 28, 2023, approving Resolution No. 023 131 of the Board, approving Contract No. 21-DSR-13092, among the United States of America Department of the Interior Bureau of Reclamation, the United States of America Department of Energy Western Area Power Administration Desert Southwest Region, Arizona Public Service Company,  Los Angeles Department of Water and Power (LADWP), Nevada Power Company d/b/a NV Energy, Salt River Project Agricultural Improvement and Power District, and Tucson Electric Power Company for Navajo Project Pacific Northwest-Pacific Southwest Intertie Project Decommissioning of a Phase Shifting Transformer at Liberty Substation, LADWP No. BP21-014 (Decommissioning Agreement). Fiscal Impact Statement: The City Administrative Officer (CAO) reports that there is no General Fund impact. Approval of the proposed Resolution and Ordinance will have a fiscal impact of $175,259.75 to the LADWP Power Revenue Fund in 2023-24. Financial Policies Statement: The CAO further reports that the proposed action complies with the LADWP Financial Policies in that funding will be budgeted and available for this purpose.
