(9) 23-0274 PERSONNEL, AUDITS, AND HIRING COMMITTEE REPORT relative to approving substitute authority without funding for 320 positions in the Los Angeles Fire Department to address position control issues associated with the transition to the Workday system, effective March 1, 2023 through June 30, 2023.  Recommendation for Council action: AUTHORIZE the City Administrative Officer (CAO) to approve substitute authority without funding for 320 positions in the Los Angeles Fire Department to address position control issues associated with the transition to the Workday system, effective March 1, 2023 through June 30, 2023.  Fiscal Impact Statement: The CAO reports that there is no additional impact to the General Fund as a result of the recommendation contained in the March 8, 2023 CAO report, attached to the Council File. The recommended substitute authorities are to address Workday system issues with the LAFD’s existing position authorities. Financial Policies Statement: The CAO reports that the recommendation contained in the March 8, 2023 CAO report, attached to the Council File, is consistent with the City’s Financial Policies in that current operations will be funded by current revenues.
