(8) 22-1482 PUBLIC SAFETY COMMITTEE REPORT relative to the application and award for the 2022 Paul Coverdell Forensic Science Improvement Program grant. Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: AUTHORIZE the Chief of Police, Los Angeles Police Department (LAPD), or designee, to retroactively apply for, negotiate and accept a grant award of $384,320 relative to the 2022 Paul Coverdell Program from the United States Department of Justice, Bureau of Justice Assistance, for the period of October 1, 2022 through September 30, 2025, and execute any documents or agreements necessary to accept the grant funds, subject to the approval by the City Attorney as to form. AUTHORIZE the LAPD to deposit the 2022 Paul Coverdell Program grant funds, received under the cooperative agreement, into the LAPD Grant Fund No. 339/70, account number to be determined. AUTHORIZE the Controller to: Establish a grant receivable and appropriate up to $384,320 within the LAPD Grant Fund No. 339/70, account number to be determined, for disbursement of the 2022 Paul Coverdell Program grant funds. Increase appropriations on an as-needed basis from the 2022 Paul Coverdell Program, appropriation account to the determined, Fund No. 339/70, for account number to be determined to Fund No. 100/70, Account No. 001090, Overtime General, in the amount of $8,000. Transfer appropriations within the LAPD Grant Fund No. 339/70, account numbers to be determined, for fringe benefits and related costs incurred during the grant performance period, based upon submission of proper documentation by the LAPD, and subject to approval by the City Administrative Officer (CAO). INSTRUCT the City Clerk to place the following action relative to the 2022 Paul Coverdell Program grant award on the Council Calendar agenda on July 1, 2023, or the first meeting thereafter: Authorize the Controller to transfer appropriations within Fund No. 339/70, account number to be determined, to Fund No. 100/70, account number and amount as follows: Account No. 001090, Overtime General - $9,000 INSTRUCT the LAPD to reprogram a portion of the 2022 California Coverdell Program grant funds to reflect grant-eligible related cost reimbursements for the use of civilian overtime. AUTHORIZE the LAPD to prepare Controller instructions for any technical adjustments as necessary to implement Mayor and Council intentions, subject to the approval of the CAO; and. AUTHORIZE the Controller to implement the instructions.
