(13) 09-0969-S4 PLANNING AND LAND USE MANAGEMENT (PLUM) COMMITTEE REPORT relative to planning and land use fees update and annual inflation adjustment. Recommendation for Council action: APPROVE the recommendations contained in the Department of City Planning (DCP) report dated August 7, 2023, amended by the PLUM Committee on August 15, 2023, as follows: Approve an amendment to Article 9 of Chapter 1 of the Los Angeles Municipal Code (LAMC) establishing three new planning and land use fees, as outlined in the fee schedule attached to the March 16, 2023 DCP report, and a base fee model inclusive of the 2023 Consumer Price Index adjusted fee amounts to facilitate future implementation of the annual inflation adjustment. Request the City Attorney to prepare and present an ordinance to amend Article 9 of Chapter 1 of the LAMC in accordance with the proposed fee changes described in Recommendation No. 1, and any changes necessary to implement Ordinance No. 187237 (Comprehensive Fee Ordinance which authorizes annual inflation adjustment beginning July 1, 2023), Ordinance No. 187712 (Process and Procedures Ordinance), and Ordinance No. 187930 (the extension of the operative date of the Process and Procedures Ordinance to January 22, 2024), and thereby the proposed three new planning and land use fees will be operative and in alignment with the Process and Procedures Ordinances (Ordinance Nos. 187712 and 187930). Instruct the City Administrative Officer (CAO) to prepare a report for Council’s consideration as to the fiscal impact of the recommended three new fees.
