(21) 23-1022 HOUSING AND HOMELESSNESS COMMITTEE REPORT relative to a plan to fulfill the terms of the settlement agreement between the LA Alliance and the City by June 13, 2027, including a Citywide Request for Information for interim housing projects, identification of City funding sources for Fiscal Years starting 2024-25 through 2026-27, and criteria for project selection, service agreements, and property management agreements. Recommendation for Council action, pursuant to Motion (Raman – Padilla): INSTRUCT the City Administrative Officer (CAO) and Chief Legislative Analyst (CLA) to report to the Council within 90 days with a plan to fulfill the terms of the settlement agreement between the LA Alliance and the City by June 13, 2027, and to include the following in the plan: An update on the status of the settlement, and what progress needs to be made to effectuate the agreement. A Citywide Request for Information for interim housing projects (Council file No. 23-0429). Identification of City funding sources for Fiscal Years starting 2024-25 through 2026-27. Criteria for project selection, including preferred intervention typologies, service agreements, and property management agreements (Council File No. 23-0882). Fiscal Impact Statement: Neither the CAO nor the CLA has completed a financial analysis of this report.
