(22) 23-0806 HOUSING AND HOMELESSNESS COMMITTEE REPORT relative to developing an online "clearing house" whereby landlords and property-owners in the City can express their interest in selling or leasing property to the City for use as interim, permanent supportive, or affordable housing, and related matters. Recommendations for Council action, pursuant to Motion (Yaroslavsky – Raman): DIRECT the City Administrative Officer (CAO), with the support of the Los Angeles Housing Department (LAHD), the Department of General Services (GSD), the Office of Finance, and other relevant city agencies to develop an online "clearing house" whereby landlords and property-owners in Los Angeles can express their interest in selling or leasing property to the City for use as interim, permanent supportive, or affordable housing. DIRECT the CAO, with the support of the LAHD, GSD, the Office of Finance, and other relevant City agencies report to the Council within 60 days on the clearing house, recommendations for marketing the online portal to private property-owners, the process, timeframe, and metrics for assessing properties that are submitted through this process, any current funding sources available for the acquisition or leasing of property, and how this process will support the City’s efforts at furthering the equitable distribution of affordable and supportive housing citywide. Fiscal Impact Statement: Neither the CAO nor the Chief Legislative Analyst has completed a financial analysis of this report.
