(10) 18-0020-S1 CD 15 ADMINISTRATIVE EXEMPTION and TRADE, TRAVEL AND TOURISM COMMITTEE REPORT relative to proposed First Amendment to Foreign-Trade Zone (FTZ) Operating Agreement No. 17-3539 between the Port of Los Angeles (POLA) and Boardriders, Inc. FTZ 202, Site No. 20C. Recommendations for Council action: ADOPT the determination by the Board of Harbor Commissioners (Board) that the proposed action is administratively exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2(f) of the City of Los Angeles CEQA Guidelines. APPROVE the First Amendment to FTZ Operating Agreement No. 17-3539 between the City of Los Angeles Harbor Department (POLA) and Boardriders, Inc., FTZ 202, Site No. 20C, to extend the term by five years from March 1, 2023 through February 28, 2028 to continue operating its warehouse. CONCUR with Board action on March 30, 2023, by Resolution No. 23-10143, authorizing the Executive Director, POLA, or designee, to execute the proposed First Amendment to Foreign-Trade Zone Operating Agreement No. 17-3539. Fiscal Impact Statement: The City Administrative Officer reports that the proposed amendment to FTZ Operating Agreement No. 17-3539 with Board riders, Inc. will result in POLA continuing to receive $10,000 annually. POLA does not anticipate additional and incremental FTZ-related consulting services expenses due to the proposed action. There is no impact on the City's General Fund. The recommendations in the report and proposed actions comply with the POLA's Financial Policies.
