(13) 18-0750 CD 9 STATUTORY EXEMPTION and HOUSING AND HOMELESSNESS COMMITTEE REPORT relative to a lease amendment between the County of Los Angeles and the City for the property located at 2817 Hope Street in Council District (CD) 9, and sublease amendment with Volunteers of America Los Angeles (VOALA) as the operator of the A Bridge Home interim housing facility. Recommendations for Council action: DETERMINE that the lease and continued use of the A Bridge Home interim housing facility located at 2817 South Hope Street in CD 9, is statutorily exempt from California Environmental Quality Act (CEQA) under Public Resources Code (PRC), Section 21080(b)(4), as a specific action necessary to prevent or mitigate an emergency, and as reflected in CEQA Guidelines, Section 15269(c); and PRC, Section 21080.27 (AB 1197), applicable to City of Los Angeles emergency homeless shelters. This determination is consistent with, and supported by, the City Council’s prior actions for the development and use of the property as a shelter; and CEQA determination made on May 19, 2019, as referenced in Council file No. 18-0750. AUTHORIZE the General Manager, Department of General Services, or designee, to negotiate and execute a lease amendment with the County of Los Angeles, and amend the sublease with VOALA located at 2817 Hope Street in CD 9 for continued operation of a temporary bridge housing facility under the terms and conditions as substantially outlined in the Municipal Facilities Committee (MFC) report, attached to Council file No. 18-0750. Fiscal Impact Statement: The MFC reports that there is no anticipated General Fund impact at this time. On June 12, 2023, the Council approved $2,196,000 of Homeless Housing, Assistance, and Prevention Grant Round 3 funds for the operation of this ABH site through June 30, 2024. No funding was allocated for leasing since the lease agreement with the County is at no cost, and the sublease with VOALA is at no cost.
