(18) 23-1305 PUBLIC SAFETY COMMITTEE REPORT relative to acceptance of the Fiscal Year 2022 State Homeland Security Program (FY 2022 SHSP) grant. Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: AUTHORIZE the Mayor, or designee, to: Accept, on behalf of the City, the FY 2022 SHSP grant in the amount of $174,000 for a grant performance period from September 1, 2022 through February 28, 2025, to fund approved Los Angeles Fire Department (LAFD) and Los Angeles Police Department (LAPD) projects, as detailed in Attachment 2 of the November 17, 2023 communication from the Mayor, attached to the Council File. Negotiate and execute an agreement with the County of Los Angeles for a term from September 1, 2022 through February 28, 2025 for receipt of FY 2022 SHSP funds, consistent with the approved grant budget and in accordance with the agreement included as Attachment 2 of the November 17, 2023 communication from the Mayor, attached to the Council fIle, subject to the approval of the City Attorney as to form. Submit to the grantor, on behalf of the City, requests for drawdown of funds or reimbursements of City funds expended for eligible grant purposes. AUTHORIZE the Controller to: Create a new interest-bearing Fund entitled FY 2022 State Homeland Security Program Grant Fund and establish a receivable in this new Fund in the amount of $174,000. Expend and receive funds upon presentation of proper documentation from the Mayor’s Office of Public Safety to reimburse City Departments. Create new Appropriation Accounts within the new Fund No. XXX/46, as follows: 46Y938 – LAFD: $54,000 46Y170 – LAPD: 106,272 46Y299 – Related Costs 13,728 Transfer appropriations from the FY 2022 SHSP Grant Fund No. XXX/46, to the General Fund for reimbursement of grant-related expenditures as follows: Transfer $53,136 from Fund No. XXX/46 Account No. 46Y170 – LAPD: $ 53,136 to Fund No. 100/70, Account No. 1092 – Overtime Sworn INSTRUCT the City Clerk to place the following action relative to the FY 2022 SHSP grant on the City Council agenda on July 1, 2025, or the first meeting day thereafter: Transfer appropriations from FY 2022 SHSP Grant Fund No. XXX/46, to the General Fund for reimbursement of grant-related expenditures as follows: Transfer $53,136 from Fund No. XXX/46 Account No. 46Y970 – LAPD to Fund No. 100/70 1092 - Overtime Sworn. TRANSFER up to $13,728 from the FY 2022 SHSP Grant Fund No. XXX/70, Account No. 46Y299, to the LAPD General Fund No. 100/70, Revenue Source Code No. 5346 – Related Cost Reimbursements for Grants. AUTHORIZE the Mayor, or designee, to prepare Controller instructions for any technical adjustments, subject to the approval of the City Administrative Officer (CAO); and, AUTHORIZE the Controller to implement the instructions. Fiscal Impact Statement: The CAO reports that there is no impact to the General Fund as a result of the recommendations in the February 21, 2024 CAO report, attached to the Council File. Acceptance of the FY 2022 SHSP award in the amount of $174,000 will provide programmatic funding for the LAFD and LAPD. Financial Policies Statement: The CAO reports that that the recommendations contained in the February 21, 2024 CAO report, attached to the Council File, comply with the City’s Financial Policies in that one-time revenue is used for one-time expenses, all grant eligible costs are fully covered by grant funds, and the grant funds are sufficient to support the grant activities.
