(34) 15-1313-S2 CD 15 ADMINISTRATIVE EXEMPTION and TRADE, TRAVEL AND TOURISM and PUBLIC SAFETY COMMITTEES’ REPORT relative to Board of Harbor Commissioners (Board) Resolution No. 23-10263 and a proposed 22nd Amendment to Master Services Agreement (MSA) No. C-123897 between the City of Los Angeles and Motorola Solutions, Inc. for the Port of Los Angeles (POLA)’s 700 MHz public safety radio system. Recommendations for Council action: ADOPT the determination by the Board that the proposed action is administratively exempt under the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2(f) of the City of Los Angeles CEQA Guidelines. APPROVE Los Angeles Harbor Department (POLA) Resolution No. 23-10263 which authorizes the proposed 22nd Amendment to Contract No. C-123897, an MSA between the City of Los Angeles and Motorola Solutions, Inc., by increasing the total not to-exceed contract compensation amount by $1,454,231.26 from $16,571,878.70 to $18,026,109.96 and extending the term by 15 months from March 19, 2026 through June 18, 2027, for POLA’s 700 MHz Public Safety Radio System project. CONCUR with the Board’s action on November 6, 2023, by Resolution No. 23-10263, authorizing the Executive Director, POLA, or designee, to execute the proposed amendment, already approved as to form by the City Attorney. Fiscal Impact Statement: The City Administrative Officer reports that Fiscal Year (FY) 2023-24 funding in the amount of $1,070,069.94 is available within the Harbor Department’s Capital Construction Services Account No. 54510. Funding for future FYs will be contingent upon approval of funds by the Board as part of the annual budget adoption process. If any subsequent FY funds for work required by the Amendment are not appropriated by the Board, the Amendment shall be terminated in accordance with the contract terms. The recommendations in this report and proposed actions comply with the Department’s Financial Policies. There is no impact on the City’s General Fund.
