(39) 23-1329-S1 CD 13 Related to Council file No. 23-1329 MITIGATED NEGATIVE DECLARATION (MND), MITIGATION MONITORING PROGRAM, AND ENVIRONMENTAL FINDINGS and PLANNING AND LAND USE MANAGEMENT (PLUM) COMMITTEE REPORT relative to a Vesting Tentative Tract Map appeal for the properties located at 5601 – 5673 West Santa Monica Boulevard, 5612 – 5666 West Virginia Avenue and 1110 – 1118 North Wilton Place. Recommendations for Council action: FIND pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15074(b), after consideration of the whole of the administrative record, including the MND, No. ENV-2021-7332-MND, as circulated on May 3, 2023, and all comments received, with the imposition of mitigation measures, there is no substantial evidence that the project will have a significant effect on the environment; FIND, the MND reflects the independent judgment and analysis of the City; FIND the mitigation measures have been made enforceable conditions on the project; and ADOPT the Mitigated Negative Declaration and the Mitigation Monitoring Program prepared for the Mitigated Negative Declaration. ADOPT the FINDINGS of the Los Angeles City Planning Commission (LACPC) as the Findings of Council. RESOLVE TO GRANT IN PART / DENY IN PART THE APPEAL filed by Santa Monica Boulevard Owner, LLC (Representative: Kyndra Casper, DLA Piper), and THEREBY SUSTAIN the determination of the Deputy Advisory Agency’s approval of Vesting Tentative Tract Map VTT No. 83478, with the following modification: a) To waive the required highway dedication and roadway widening for Lot 1 of Tract 9834 of 5601-5609 West Santa Monica Boulevard, attached to the Communication from Council District 13, dated February 20, 2024, attached to the Council file; for the demolition of an existing commercial building and the construction of a new 510,621squarefoot production studio and creative office campus with a maximum building height of six stories and 93 feet, including 109,957 square feet of production studios and related support space, 388,286 square feet of creative office space, and 12,378 square feet of restaurant space, with 981 vehicular parking spaces onsite within two levels of subterranean parking, the Project includes the merger of an existing 11,373-square-foot public alley that runs through the project site, a subdivision resulting in a ground lot and eight air space lots, and a waiver for all dedication and street widening requirements, in the Hollywood Community Plan; for the properties located at 5601 – 5673 West Santa Monica Boulevard, 5612 – 5666 West Virginia Avenue and 1110 – 1118 North Wilton Place, subject to Modified Conditions of Approval, as approved by the PLUM Committee on February 20, 2024, and attached to the Council file. APPROVE the recommendation by the PLUM Committee on February 2024, to waive the required dedication and widening requirement for Lot 1 of Tract 9834 (5601-5609 West Santa Monica Boulevard), and to approve a merger of right-of-way previously dedicated and recorded as document number 20170192496 and 20170387692 for Lots 10, 11, 12, 13, and 14 in Block 8 of La Paloma Tract and Lots 7, 8, 9, 10, 11 and 12 in Block 9 of the Lemona Tract, and Lots 6 and 7 in Block 9 of the Lemona Tract (1110 – 1118 North Wilton Place and 5623 – 5673 West Santa Monica Boulevard) back into the site and not require a street vacation, as agreed to by the Department of City Planning and Council District 13.
