(6) 24-0195 ENERGY AND ENVIRONMENT COMMITTEE REPORT relative to the support and achievement of the Clean Energy Partnership (CEP) 2028 Roadmap targets including virtual power plants, distributed energy resources, and related matters. Recommendations for Council action, pursuant to Motion (Yaroslavsky - Krekorian): SUPPORT the CEP 2028 Roadmap, its goal of reducing greenhouse gas emissions by an additional 15 percent, and its other 17 specific targets, inclusive of but not limited to its calls to action for the region to implement the CEP Roadmap by the time the world arrives for the 2028 Olympic and Paralympic Games (LA28 Games). These include: Electrify and Decarbonize Buildings: Accelerate the electrification of buildings, thereby achieving an additional 29 percent reduction in greenhouse gas emissions from buildings. Building and Transportation Electrification: Meet new building and transportation electric load by deploying 1298 megawatts of clean, responsive distributed generation, including a Virtual Power Plant and energy-transportation nexus innovations. Grid Resiliency: Implement a smart, modernized local distribution grid to increase community resilience and enable clean technology innovations while improving affordability, creating green jobs, and reducing health risks. REQUEST the Los Angeles Department of Water and Power (LADWP), in consultation with other relevant City departments, to report to the Council within 60 days on how achievement of the CEP 2028 Roadmap targets, including virtual power plants, distributed energy resources, and other investments, support and align with LADWP’s efforts to support the LA28 Games and its implementation of the Los Angeles 100 percent Renewable Energy Study (LA100). Fiscal Impact Statement: Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report.
