(16) 240286 CD 11 ADMINISTRATIVE EXEMPTION and TRADE, TRAVEL AND TOURISM COMMITTEE REPORT and ORDINANCE FIRST CONSIDERATION relative to allowing the Board of Airport Commissioners (Board) to authorize the Chief Executive Officer, Los Angeles World Airports (LAWA), to utilize Alternative Delivery Methods and a Competitive Sealed Proposal Selection process for the West Campus Redevelopment Program and related projects at Los Angeles International Airport (LAX). Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: Tuesday 1. ADOPT the- April 9, 2024 - by the Board that the PAGE determination 17 action is proposed administratively exempt from the requirements of the California relative to allowing the Board of Airport Commissioners (Board) to authorize the Chief Executive Officer, Los Angeles World Airports (LAWA), to utilize Alternative Delivery Methods and a Competitive Sealed Proposal Selection process for the West Campus Redevelopment Program and related projects at Los Angeles International Airport (LAX). Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: 1. ADOPT the determination by the Board that the proposed action is administratively exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2(m) of the City of Los Angeles CEQA Guidelines. 2. PRESENT and ADOPT the accompanying ORDINANCE, dated March 14, 2024, allowing the Board to authorize the Chief Executive Officer, LAWA, to utilize Alternative Delivery Methods and a Competitive Sealed Proposal Selection Process for the West Campus Redevelopment Program and other related projects at LAX. Fiscal Impact Statement: The City Administrative Officer reports that approval of an Ordinance, to allow the Board to authorize the LAWA Chief Executive Officer to utilize Alternative Delivery Methods and a Competitive Sealed Proposal Selection process for the West Campus Redevelopment Program and related projects at LAX, will have no impact on the City’s General Fund or LAWA’s Operating or Capital budgets since no appropriation of funds are required. There is no quantifiable estimate of direct, measurable, or economic impact resulting from the Council’s approval of the proposed ordinance. The recommendations in the report comply with the LAWA’s adopted Financial Policies.
