(19) 23­1008 NEIGHBORHOODS AND COMMUNITY ENRICHMENT COMMITTEE REPORT and ORDINANCE FIRST CONSIDERATION relative to adding Subsections (f) and (g) to Section 53.15.2 of Article 3, Chapter V of the Los Angeles Municipal Code (LAMC) to provide a temporary moratorium on the issuance of new dog breeding permits until the dog population in the City’s animal shelters is reduced and to add a severability clause. Recommendation for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: PRESENT and ADOPT the accompanying ORDINANCE, dated March 14, 2024, adding Subsections (f) and (g) to Section 53.15.2 of Article 3, Chapter V of the LAMC to provide a temporary moratorium on the issuance of new dog breeding permits until the dog population in the City’s animal shelters is reduced and to add a severability clause. Fiscal Impact Statement: None submitted by the City Attorney. Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report.
