DENY the appeals filed by Bradford Cobb and Laurel Canyon (2) 24­0121 CD 4 STATUTORY EXEMPTION and COMMUNICATION FROM THE BUREAU OF STREET SERVICES relative to the appeals of the Board of Public Works’ California Environmental Quality Act (CEQA) determination for the project located at 1514­1538 North Crescent Heights Boulevard and 8101 Sunset Boulevard, along North Crescent Heights Boulevard. Proposed recommendations for Council action: 1. DENY the appeals filed by Bradford Cobb and Laurel Canyon Association, relative to the determination by the Board of Public Works (Board) on January 17, 2024, that 1514 Thru 1538 North Crescent Heights Boulevard and 8101 Sunset Boulevard Along North Crescent Heights Boulevard (BSS­34) Project (Project) is statutorily exempt under CEQA. 2. FIND that the City of Los Angeles does not need to certify that the Project will be completed by a skilled and trained workforce under Public Resources Code Section 21080.25 (Senate Bill [SB] 922) because the Project will be completed by City forces and would not require the use of contractors for labor. 3. DETERMINE that the Project is statutorily exempt from CEQA pursuant to Public Resources Code Section 21080.25 (Senate Bill 922). 4. SUSTAIN the January 17, 2024, actions of the Board in which the Board: a. CONCURRED with the Bureau of Engineering’s approval of the sidewalk repairs in the Project. b. APPROVED the removal of Six Indian Laurel Fig (Ficus microcarpa) trees for the reconstruction of an inaccessible sidewalk and tree replacements. c. DIRECT staff that a notice of exemption be filed with the State Office of Planning and Research and the Los Angeles County Clerk. (Public Works Committee report to be submitted in Council.
