(15) 24­0019 PUBLIC SAFETY COMMITTEE REPORT relative to application and sub­ award for the 2022 Project Safe Neighborhoods grant. Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: 1. AUTHORIZE the Chief of Police, Los Angeles Police Department (LAPD), or designee to: a. Retroactively apply for and accept the grant award of $205,410 for the 2022­25 Project Safe Neighborhoods Grant, by and through the San Diego Association of Governments (SANDAG) and the United States Attorney’s Office, Central District of California, with funding from the Department of Justice, Bureau of Justice Assistance. b. Execute the sub­award grant agreement for the period of October 1, 2022 through September 30, 2025, subject to the review and approval of the City Attorney as to form. 2. AUTHORIZE the LAPD to: Wednesday - April 17, 2024 - PAGE 22 a. Submit grant reimbursement requests to the grantor and (SANDAG) and the United States Attorney’s Office, Central District of California, with funding from the Department of Justice, Bureau of Justice Assistance. b. Execute the sub­award grant agreement for the period of October 1, 2022 through September 30, 2025, subject to the review and approval of the City Attorney as to form. 2. AUTHORIZE the LAPD to: a. Submit grant reimbursement requests to the grantor and deposit grant receipts in the LAPD Grant Fund No. 339/70. b. Spend up to the grant amount of $205,410 in accordance with the grant sub­award agreement. c. Prepare Controller instructions for any technical adjustments as necessary to implement Mayor and Council intentions, subject to the approval of the City Administrative Officer (CAO); and, authorize the Controller to implement the instructions. 3. AUTHORIZE the Controller to: a. Establish a grant receivable and appropriate $205,410 to appropriation account number to be determined, within Fund No. 339/70, for the receipt and disbursement of the 2022­25 Project Safe Neighborhoods Grant funds. b. Increase appropriations by $93,846 on an as­needed basis from the 2022­25 Project Safe Neighborhoods Grant, Fund No. 339/70, account number to be determined, to Fund No. 100/70, Account No. 1092, Overtime Sworn. c. Increase appropriations by $8,859 on an as­needed basis from the 2022­25 Project Safe Neighborhoods Grant, Fund No. 339/70, account number to be determined, to Fund No. 339/70, account number to be determined, Related Costs. 4. INSTRUCT the City Clerk to place on the agenda for the first regular meeting on or after July 1, 2024, the following instruction: a. That the City Council, subject to the approval of the Mayor, authorize the Controller to: i. Increase appropriations by $93,846 on an as­ needed basis from the 2022­25 Project Safe Wednesday - April 17, 2024 - Neighborhoods Grant, Fund No. PAGE 23account 339/70, number to be determined, to Fund No. 100/70, 4. INSTRUCT the City Clerk to place on the agenda for the first regular meeting on or after July 1, 2024, the following instruction: a. Increase appropriations by $93,846 on an as­ needed basis from the 2022­25 Project Safe Neighborhoods Grant, Fund No. 339/70, account number to be determined, to Fund No. 100/70, Account No. 1092, Overtime Sworn. ii. Increase appropriations by $8,859 on an as­needed basis from the 2022­25 Project Safe Neighborhoods Grant, Fund No. 339/70, account number to be determined, to Fund No. 339/70, account number to be determined, Related Costs. 5. NOTE and FILE the December 18, 2023 Board of Police Commissioners report. Fiscal Impact Statement: The CAO reports that approval of the recommendations contained in the March 26, 2024 CAO report, attached to the Council file, will allow for the expenditure of the 2022­25 Project Safe Neighborhoods Grant award totaling $205,410. The grant will provide overtime funding for sworn personnel and funding for related costs. No matching funds are required for this grant. There is no impact to the General Fund as a result of these recommendations. Financial Policies Statement: The CAO reports that the recommendations contained in the March 26, 2024 CAO report, attached to the Council file, are in compliance with the City’s Financial Policies in that one­time grant funding will be utilized for one­time grant­eligible program expenditures.
