(33) 23­0790 TRANSPORTATION COMMITTEE REPORT relative to the Los Angeles County Metropolitan Transportation Authority (Metro) Open and Slow Streets Grant Program ­ Cycle Five. Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: 1. AUTHORIZE the Los Angeles Department of Transportation (LADOT) to: a. Accept the awards for the Cycle Five of the Metro Open and Slow Streets Program from Metro in the amount of $2,283,578, and submit any other necessary agreements and contractual documents relative to the implementation of each individual grant award, subject to the approval of the City Attorney as to form and legality. b. Enter into a Letter of Agreement with each partner agency delivering Open Streets events that travel through the City of Los Angeles jurisdiction, including the cities of West Hollywood and Culver City, in order to facilitate grant funding dispersal and ensure event coordination. c. Commit to provide the minimum required local match of up to $570,895 through in­kind match for projects for which the City Friday of Los Angeles - April is the 26, 2024 - Lead Agency, and upPAGEto $180,000 34 for which the City of Los Angeles is a partner agency, in Fiscal b. Commit to provide the minimum required local match of up to $570,895 through in­kind match for projects for which the City of Los Angeles is the Lead Agency, and up to $180,000 for which the City of Los Angeles is a partner agency, in Fiscal Years 2023­2024, 2024­2025, and 2025­2026. 2. AUTHORIZE the Controller to deposit Metro grant reimbursements for all Open Streets Program awards in Measure M Local Return Fund No. 59C, and appropriate therefrom into accounts associated with the Open Streets Program, including to appropriate up to $4,333,578 in Measure M Local Return Fund (No. 59C/94) to Account No. 94YD10 titled "Open Streets Program" to reflect the total grant reimbursements to be received from Metro for Open Streets events throughout Fiscal Year 2023­2024, 2024­2025, and 2025­2026. 3. AUTHORIZE the LADOT to make any technical adjustments or clarifications as necessary and consistent with the intent of the report, subject to the approval of the Office of the City Administrative Officer; and, AUTHORIZE the Controller to implement these instructions. Fiscal Impact Statement: The LADOT reports that there is no impact to the General Fund. Open Streets events are largely funded through grants and special funds. Additionally, the LADOT requests funding annually through the City's budget process for portions of the program that are not grant­ funded, via the City's Measure M Local Return Fund.
