(39) 23­1238­S1 BUDGET, FINANCE AND INNOVATION COMMITTEE REPORT relative to accepting the 2023­24 State Specified grant for the renovation of the Al Malaikah Shrine Auditorium Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: Friday - April 1. AUTHORIZE the26, 2024 City - Administrative PAGE Officer (CAO), 39 or designee, to: (39) 23­1238­S1 BUDGET, FINANCE AND INNOVATION COMMITTEE REPORT relative to accepting the 2023­24 State Specified grant for the renovation of the Al Malaikah Shrine Auditorium Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: 1. AUTHORIZE the City Administrative Officer (CAO), or designee, to: a. Accept the 2023­24 State Specified grant in the amount of $500,000 for the community­based organizational project, renovation of the Al Malaikah Shrine Auditorium. b. Negotiate and execute a grant agreement with the California Science Center and submit all required documentation. c. Negotiate and execute a contract with the Al Malaikah Auditorium for the implementation of the aforementioned project. d. Upon receipt of funds in the amount of $500,000, deposit said funds into the CAO’s Grants and Awards Fund No. 65W/10, and appropriate the funds into a new appropriation account within the Grants and Awards Fund No. 65W. e. Upon request for payment, disburse grant funds in an amount not to exceed $500,000 to Al Malaikah Auditorium. 2. AUTHORIZE the CAO, or designee, to prepare Controller instructions or make any necessary technical corrections or clarifications to the above recommendations and fund transfer instructions in order to effectuate the intent of Mayor and Council on this matter, including any corrections and changes to funds or account numbers; and, REQUEST the Controller to implement these instructions. Fiscal Impact Statement: The CAO reports that there is no additional impact to the General Fund. The CAO, acting as a pass­through grantee and administrator, will absorb the workload of administering this grant and related contracts within existing resources. Financial Policies Statement: The CAO reports that the City’s Financial Policies require that the City pursue federal, state and private grants but strictly limit financial support of these programs to avoid commitments that continue beyond available funding. The recommendations in this report Friday comply with the City’s - April Financial 26, PAGE 40funding is 2024 - Policies in that the proposed balanced against established revenue approved by Council actions and Fiscal Impact Statement: The CAO reports that there is no additional impact to the General Fund.
